Howard has been Head of Environmental Finance and Pension Fund Management for the UK's Environment Agency since 2003. Prior to this he was Head of Corporate Planning. He has B.Sc in Zoology. He is responsible for the Agency's influencing work with the finance and business sectors, and the governance, administration and investment management of the Agency's £1.3bn (2bn Euro) Active Pension Fund,the 20th largest in the Local Government Pension Scheme (LGPS), one of the most solvent (94%) in the LGPS family. Over the last 3 years Howard has developed and implemented an innovative financially and environmentally responsible investment strategy which has involved re-tendering the management of the entire pension fund via 10 new mandates with specific financial targets and environmental requirements.In late 2005 the Environment Agency Active Fund was named as Public Pension Fund by Global Money Management and it also won the SRI Fund of the Year and Corporate Governance Awards from IPE journal and the Local Government Chronicle. In 2006 the Environment Agency was highly commended by the City of London Corporation for its work on Social and Ethical Investment and Sustainable Asset Management.
