Philippe Caïla, is Director of the ERAFP - the French PublicService Additional Pension Scheme, Director in charge of strategy atthe Retirement Division and Deputy to the Director of the RetirementDivision of Caisse des Dépôts. After graduating from theNational School of Administration (ENA) he started his career in thecorps préfectoral (State representatives in the Régionsand Départements). He then worked in the Budget department ofthe Ministry of the Economy and Finances before becoming budgetaryadvisor in charge of pension reform under Jean-Paul Delevoye, Ministerfor the Civil Service, Administrative Reform and Regional Developmentfrom 2002 to 2004.He is also a former student of Ecole Normale Supérieure and agraduate of the Institute of Political Studies (Paris)The ERAFP (French Public Service Additional Pension Scheme) was createdby a law of 2003 and in 2005 the fund began collecting contributions.From the outset, the fund chose to invest all assets according to SRIprinciples. In March 2006 the ERAFP adopted an SRI Charter.
