Dr. Bart Lucarelli is the President of LP Power Consultants, Ltd, aBangkok based consultancy firm that assists private power producers,lenders and banks with commercial & financial assessment of privatepower projects and programs. Dr. Lucarelli also advises governmentsconcerning the design and implementation of IPP Bid Solicitationprograms and energy sector deregulation policies.Dr. Lucarelli has had over 25 years of international energy projectexperience with seventeen of those years spent in Asian. Most of hisexperience has been working on behalf of companies developingindependent power projects in the region. He has also managed IPPprojects once they have been brought into commercial operation. He hasa growing professional interest in the commercialization of renewableenergy technologies and is a frequent speaker at conferences inthe region on this topic. Finally, he has served from time to time as aprivate power and energy advisor to governments in the region; inparticular the governments of Indonesia, Thailand and Laos.Over the past seventeen years, he has been involved in the developmentof private power projects in Thailand, Singapore, the Philippines,Indonesia, Malaysia, Taiwan, India, Pakistan, Viet Nam and Laos.Dr. Lucarelli resides in Bangkok, where he also serves as the chairmanof the Energy Committee of the Thailand chapter of the American Chamberof Commerce.Previously, while serving as the General Manager of the Quezon PowerCompany in the Philippines, Dr. Lucarelli also served as a VicePresident and member of the Board of Directors of the American Chamberof Commerce Philippines as well as Chairman of its Energy Committee.He has been a speaker at numerous power and energy conferences in theregion.Dr. Lucarelli has a PhD from the University of California, Berkeley.
